If you can avoid fiat probably MEXC, otherwise you *can* go down the whole purchasing KYC route but I wouldn't advise it since you'll probably get your account frozen.

You’ll actually need two places, not just one.
First, use a KYC exchange that supports Monero — for example, open an account on Cryptomus and buy XMR with fiat.
Then send that XMR to a DEX like Haveno — it runs over TOR, on Linux, and works totally KYC-free.
There you can swap XMR to BTC with no trace, no ID, nothing.
