you should contact with support facebook, fill the form of the problem, after that will have staff call for you and instruct you to solve this
 
I’ve also been trying to unlock an account since 2018 never had luck when contacting support. I also have META subscription and always says it’s final. All I did was change my billing and cc to a different country when I moved and it got restricted due to the card.
