Building a site like ShoutCart

You probably heard about shoutcart, this site about influencer marketing. So I want to build a similar site like that.

Let's say I set up a standard WordPress site. How can I implement a system like shoutcart uses into the site? Are there any WP plugins available for the "basic" structure with members area etc. or do I have to build everything from scratch?
