Paypal is always risky due to refunds.

you can sell to trusted members in any forum. I think it will work on this one too because a lot of people need bitcoin. Try selling in marketplace.

how do you withdraw the funds off of Circle when you have sold the bitcoins?

I would just recommend selling your BTC on an exchange (Kraken for example), get a SEPA withdrawal to your bank account which shouldn't take too long and deposit money on your PayPal via banktransfer. Way less fes.
