One of my sites lost about 60% of its backlinks at one time. It was using one of those russian networks and the subscription got cancelled.
The site has dropped for numerous keywords and have been fighting its way back to the top. The site now has much much better SEO then it did originally but it's nowhere near where it was before. My question is, is this site worth it? I can easily build a new site and have the backlinks directed towards the new site. Should I do that?

I think you should go with old one. Don't waste time to build another. Google just temporary hammered you because remove lot of backlinks which consider as blackhat seo.

How long do these type of penalties last?
This site got to the top with just average content and just 150-200 backlinks.
I'm sure I could easily do that with a new site. I'd much rather prefer my current site to be the one I use as it has age but if it can't even get past .yola sites or .wix sites, then I might as well start over and get back to the top in a month.

I would personally build a new one. I had a similar situation like this and I was happy I built a new one.

It depends how old your site is. Base on experience. If the site is 2 years or older you might wanna stay on.

This doens't really sound like a 'penalty'. If you have 200 links, and you lose 150 of them lets say, you just lost the thing that was giving you the ranking.

If I was you i would start with your old site first, build some links to it for a bit, and see if you get any positive improvement. If you see something good happen, then stick with it. If it seems like a lost cause, make a new site.

The site fell 2 months ago. Went from top 5 for most keywords to top 30.
Over that time, I've been building links and I've gotten it back to top 20 but it's been stuck there.

Instead of just looking for links to your site you should also look at traffic. If you are getting say for example 300 links every week and 1200 visitors a week, basically 25% of visitors are linking to your site for some reason... Google is not silly and know that is not possible. In many cases i have seen, when purchasing links or spining links they are reciving more backlinks then visitors...

You could increase your traffic to your site to match your links with autosurfs, i dont know many but the one i use is FastAlexaRank, suposse to be for improving your alexa ranking but it will increase your search engine rank to by the amount of traffic it will send
