How did you find out its penalized? It has no content on it so its not indexed, did you check it with https://ismywebsitepenalized.com or something similar? Because those tools would say its penalized just because it isn't indexed.

Its a worthless domain? What do you mean remove it. If it was important I would have never posted it. I am asking legitimate question. I bought it and it has great metrics but not indexed so what now.

Dude, new domains don't come indexed. Get some content on it, turn it into a website, add it to Google web masters tool, and wait for about a week for it to get indexed. And yeah, you don't post your domain's here, its not safe.

But this is not a NEW domain. It has a Citation Flow of 36 and a Trust Flow of 24 with over 13,000 backlinks and its deindexed?

Whether it was an expired domain or just an aged domain, its just a domain name, not a website, how on Earth can something be indexed is it doesn't even have content on it? Google indexes content, pages and stuff that is on the website, but this domain doesn't have a website to start with, turn it into a website and it'll be indexed in a week or two, if you buy an old domain with nothing on it, it cannot be indexed because heck, it has got nothing on it to be indexed.

EDITE: those 13000 backlinks are very fishy.

I checked the backlinks too. What did you check them on? Just curious to the backlink checker of your choice. Also if they were that fishy wouldnt the CF and TF Ratio be wayyyyy off from being spammed?

I didn't check no backlinks, but 13000 backlinks are not a good sign, the domain might be spammed. But the bottom line is, you can't be sure that its penalized just yet, get a website on it man and get Google something to index.

I bought an expired domain and I attached it to a unique webmaster tools account. It was to be a legitimate website. I discovered it was under a manual penalty in the manual spam action section. All I did was submit a reconsideration request and explained that I just bought the domain and didn't know it was under penalty. I provided the who.is link that shows the date of registration. Within 5 days the penalty was lifted, I submitted a disavow file for the spammy looking links and now it's a functioning website with everything indexed.

Nice. Was that process easy to do? Sounds pretty easy! Should you get the links disavowed first?

It's a breeze dude. I'm no even sure you need to disavow the links, I did it afterwards by the way, but you can't be too sure I guess.
I would just make the site look as legit as possible then submit a reconsideration request.
After a week you'll get an email saying they reviewed and lifted the penalty.
Then take out all those shit links so you only have authority links.
    Boom! Done. *dusts off hands*
