Blogger and backlinking in Google

Does anyone know if having multiple blogs under the same blogger ID cuts value in terms of backlinks to Google's SE?

If so, does Adsense mind having more than one blogger ID point to the same Adsense account? ie. are blogger ID's id1@gmail and id2@gmail allowed to point to the same Adsense acct without being merged, banned, or otherwise messed with?

There is nothing in google's TOS syaing how many blogs pointing to one adsense you can have.
