blog comments - still good?

ok guys, I'm sure there's a lot of debate on this. But what do you think?

Key points are:

1. don't go crazy i.e. 100 comments a week etc. just a few 20 - 30 (total) high quality blog comments spread over a couple of months.
2. niche specific
3. not using keywords as the anchor. either just your name (to get approved) or the name of your site etc.
4. not putting your link the comment section but in the "name" section.

So what do you think, are they still worth it? and are they safe if used like I mentioned above?

Of course, blog comments will only make a part of your backlink profile.
 
I don't use blog comments, I don't think they are useful, maybe as a 5th tier or something.

TBH, I just use them when spamming upper tiers and web2.0's.
When I use them linking to a money site, I do it manually on niche relevant sites and make them natural.
I probably do less than a quarter of the amount I was doing a year or so ago.
