Try to find expired web2 properties for reuse. That would be more powerful compared to new web2.

Web 2.0 is any day better than blog commenting.
Major problem with blog commenting is that there are lots of other comments too. means large number of OBL links + adult and non family friendly links.
Think of the scenario where your site has a link from page that also links to those generic viagra and porn links. So basically it do more harm then good.

Are you talking about tier 1 links or for tier 2?

    Why is it either or?
    Why not a mixture of:
Manual blog comments(good properties, niche relevant)
    New single page web 2.0s
    Single page expired web 2.0s
New & expired super web 2.0s

Mix it up, don't count on one to be the magic trick.

Understand that any one type of link is not going to help you. Your site needs all types of links just that don't overdo any of them. Have a healthy mix of all kinds of links and have those many that is required for your competition.

Since, it has loads of traffic Blog commenting on high authority sites > Web 2.0. But, when it comes to ranking you can't depend on single source as like op said mix it up with various sources like Guest post, PBN..etc

Web 2.0s are great for ranking for easier keywords.

Both link types are great for diversifying your anchor text ratio.

Your link profile must have all kinds of links, including manual blog comments. But web 2.0 ( mix of expired and new) is way ahead of blog comments in terms of SEO.

Build web2.0s to your money site, and build blog comments to web2.0s.

Web2.0s certainly have more power. Why? Distinguishing a comment everybody and their mother can place on an authority site from real, editorial links on the same site is pretty easy for Google.

Are you pointing the comments to your money site or at your tier 1 links? Web 2.0's have way more power for your money site. Blog comments should be used to index those web 2.0's.
