But if used the right way, blog comments can be useful. They can:
Help diversify anchor text
Help google learn what your site is about
Help index your site faster
Showcase your knowledge as a domain expert in your niche
But if you're posting basic comments like "cool" or "love your post" or "this site has great information" on any site that has a comment section, then yes, I'd consider that spam.

Blog commenting for me is to
give extra information that the blogger missed so that the other user gets more information
You get your branding by this method if you post valuable comments that users and even bloggers love to read
You may get an extra traffic if you place a good knowledgeable comment. As then users love to see who is commenting and check your blog or website
If you use scrap box then it may look like a scam....
it's not 'scam', but 'spam'. It is also not allowed. But commenting blogs putting your backlinks is the same, just in muck smaller scale
Do the manual blog comments on relevant blogs, do not use any spam tool for blog comments.
