Blocking page scroll after load

    My company runs news site and they want to increase the top banner view time by disabling the ability scroll for ~1-2 seconds.

    I haven't found any discussions about this type of feature and I'd like to have your opinions on this. How do you think it will effect SEO? I think technically it will not decrease the page quality, but it might irritate users to leave the page if it's "not working as expected". Therefore it might influence the linking and create negative image of the site.

    Anybody have any experiences on this and how would you test/track this feature?
