Another method of finding guestbooks is with Ahrefs but you probably don't have that. I noticed a "unnecessarily" strange URL containing crap like /_888_9393_sh/ or so in the URL and searching google for that URL part I found many other installations of that particular CMS, and their guestbooks.

Instead of saying "low budget," it would be more helpful if you mention how much you are willing to invest. That way, people can give more accurate answers. Personally, I spend around $60 on services like proxies, captchas, and open so credits to run my GSA campaigns, and I consider that my budget. I am seeing a good return on investment and am considering adding Ranker X to my tools as well.

Avoid falling for cheap PBNs or blog posts as they can harm your website if they have already leaked their footprints. It's best to focus on tiered link building strategies instead.

So, a PBN is a private blog network that's created to boost (or add to the backlink portfolio) a website's search ranking.
Very generally speaking it goes like this:

PBN 1, PBN 2, PBN 3, PBN 4 ---------> Money site.

I'd recommend that you build content on the new project first. Then, take the lists of free links that are around the forum, and build links to your site manually.
