Those guys are hiring 3rd world, particularly filipino VAs in masses for 1-2$/hour. Most of the OFM spam is manual. Those VAs act like dumb human-bots, but doing these actions in masses does crazy money for the agency owners. This is literally modern day slavery.
OFM guys usually arent 3rd worlders, so if you know one, just report them to your local financial regulatory authorities, tax authorities, some of them even have some secrets connected to human-trafficking
