Bitcoin - needs some explanations

I`m thinking about opening a bitcoin account as a I need to transfer some $ from paypal to Neteller and thought bitcoin could be my "middleman".
Can you buy and sell bitcoin on the spot or do you need to wait until someone buys from you?

If not bitcoin What do you assume I should be using? - I need to transfer Paypal to Neteller and since I cant just send it from paypal to neteller I need to find some kind of solution

Bitcoin serves no use for your application. Also, finding someone who will sell you btc for PayPal is difficult.
