I am also looking for Best Bitcoin Wallet and Bitcoin Mining Software for Windows PC.

But at this Moment, I am using BTC.com Wallet for iOS.

It not exist and it wont exist. To get any card Visa/Mastercard or so on which works on ATM you need to verify your identity. Its plastic card rules and you wont find a way around to get debit card without doing verification.

Monaco requires ID verification and their ICO finished a long time ago.
