Looks like Bing is giving you the green light to go black hat. Or maybe a link-selling site like fiverr paid Bing to say this

Also guys there are no penguins and pandas as far as bing is concerns so yes, you can use old seo tactics from 10 years-15 years ago.

I gotta say this is probably my favourite post of the year. I'm gonna spend some time looking into Bing today.
