Bing - cannot redeem this new customer promotion

So I got a Bing ads coupon, and I logged into Bing ads, added payment method, added the coupon in the Promotional field, and I get this:

"We're sorry, but you cannot redeem this new customer promotion because you started advertising with us more than 30 days ago."

I've never used Bing ads to advertise anything. My Hotmail account is 10+ years old, and I may have logged into Bing ads with it at some point, but I surely never advertised anything.

So, what's the deal?

Whats that mean though? Is the account considered created the first time i log into it with a hotmail/outlook email?

From the date it was created would be the start of the 30 day window to use that coupon.
