I'm planning to 301 redirect my 2008-aged (keywordkeywordbrand) to a different domain to regain rankings after I lost 30+ places on most terms.

Option 1: Redirect to a younger 2010-aged developed site (keywordkeywordkeywordbrand) with content already on it which doesn't produce any revenue but ranks alright.

Option 2: Redirect to a brand new domain registered today?

    Which one should I do?

neither. keep your site where it is, add content on a regular basis, add quality links on a regular basis. wait for its rank to get restored, and work on other sites while you're at it.

the answer to google dances is not to throw away your domain

I would agree with phpbuilt. Why would you want to get rid of that domain after a little serp movement?

As it said, don't redirect your website... Just add some fresh content in it ;)
It sure that it goes as it was

Thanks guys - I thought panda drops are permanent, from what everyone seems to report. 70% loss in traffic overnight on 14th... but it's risen a bit since then. 800UV/day to 200, but it's approaching 400 now and my revenue is about 70% of what it was - way better than nothing, like I was expecting.

Thanks for the advice. I'm also now learning SENuke, going through lots of tutorials

Websites took +30 hit drops in Google before panda. If you are acquiring backlinks, you'll get fluctuations in the SERPs, it most likely has nothing to do with Panda and it's been that way a long time.

Panda at least about low quality pages on your domain lowering the potential of good quality pages on your domain. It affects all pages over the entire domain. The way to correct this is to find the low quality pages and either delete them or make them better. Meanwhile, add new content and maintain steady link velocity, whether it is adding 1 new post per day or week or 2 weeks, or adding new backlinks daily, weekly, etc ... whatever you do just make it consistent.

It seems like the worst hit sites are the ones that are forgotten, sitting in the corner making money but no new links and no new content.
