I want to promote a CPA Offer it's a zip submit for free xbox games. but I'm not sure if it's allowed to bid on playstation game titles for example FIFA 2009 . Can i get into trouble with adwords or anyone else for bidding on terms like that?

You can bid on whatever keyword you want.

However you are not allowed trademark terms in the ads themselves. (although you can get around it uses numbers as letters etc).

e.g. your keyword can be FIFA
and you ad: Free Football Tips....

You wont get in trouble, but they will for sure disapprove all trademark keywords (within 1-2 days)

Google changed it's policy and stopped protecting trademarks since May 5 2009. You can do whatever you want.

As Mr Ex says, you can now bid on trademarks until your heart's content. You just can't use trademarks in your ads, for the most part, or imply that you are in fact them.

It's all something to do with Geico trying to sue Google, or some bollocks, and them failing. :)

Every CPA offer has its own restrictions on search campaigns, no one on a forum can give you that information. You need to check it out yourself in your network
