He's now offering 5 keywords, read the last page. He adds in his own anchor texts as well, read the last page.

The best white hat seo you can do to a new site with little backlinks are web 2.0s with all unique non-spun content. I won't give out any names but theres one BST that is providing web 2.0s with 100% unique content for about $7 a web2.0.

Also like mentioned earlier a press release is a good place to start and maybe some social signals. Make sure the press release gets syndicated into google news.
