Best way to transfer SEO power to another website

So I have two websites with the same niche, both targeted at a different parts of the same country.

Website A: A well-established website ranking on 1st-3rd place
Website B: Completely new website, raking on the bottomest positions of the bottom...

Now I was thinking about creating a page on my Website A and using permanent redirect to Website B, the idea is to create a really nice optimized page on my well-established website, put some backlinks in content to my Website B, so the search engine can understand the context of the page even though real users will never end up on this page, as it will be permanently redirected to Website B.

Is this the best approach possible, or would you recommend another way to boost my new website?

My limitations:
1. It's not possible to combine these websites and have only 1, that's why I needed to create the second website
2. It's not possible to just create a subdomain on my Website A and use it that way
 
Link-building between your sites is smarter than redirects. Gradually create valuable content on Site A that naturally links to Site B. This way, you're transferring SEO juice while avoiding red flags from search engines.

I would suggest link building as the best but both 301 redirect and link building can be done.

If you want it to be done fast you can go with 301 redirect, if you want to work smart go with link building.
