I used to see these sites 15 years ago but I wouldn't take the risk if I was you.
IMHO your weak link is not a payment provider who may or not get freeze your account on behalf of HMRC, its customs officers on this end who will stop every package you send, and you can try and explain the gifting angle if you like but you would have to go up against them in court = meanwhile all your deliveries are getting seized and your customers will be refunding and whining the house down.
It's a cute idea and plenty of naughty people make big money bootlegging cigs - (but none of them have a website)
It's a really bad idea. You will get caught one way or another as described by OP above.
best thing probably would be set up totally separate website selling something legit.
have your customers "buy " that legit product from legit site through any payment processor and you send them the legit product plus the cigs, or just the cigs.
that way you are covered.
But really the whole thing is bad idea because you are selling illegally whilst essentially running a public store front doing so.
Have you looked at selling through your own site? I can't see PayPal being a problem either as it's not illegal from your end
OP you might get away with the odd carton now and again but customs will catch on as soon as you start sending in bulk.
Are you based in the Canaries or in the UK?
Darknetmarkets? Get someone to fly over here with them on a regular basis and send from the uk?
