If you're local, you should target users that are local and have similar interests to your product/service.

If you're running on a low budget ($100 or less) You're going to pretty much lose it because testing is part of the game, and hopefully whatever your goal is you will be able to monitor if it was worth it or not. Since you said salon, I'm going to guess your goal is to get brand recognition and "hopefully" get some people to visit. Don't think just because you advertise on Google or FB Ads people are going to come banging down your door desperate for a salon treatment, you need to sink em' in with good copy, and a strong page that keeps them intrigued.

IMO, I think you have a better chance making a video (Good or bad, that's your approach) and promote that video on Facebook. Ask local pages for a shoutout etc. The reason is you need to sell an experience to them and getting them to click your picture isn't as easy as it sounds without brand recognition.

It's a whole different ball game than CPA where you can simply clickbait and then deliver strong ad copy in the landing page to get a sale.

You can find some Bing coupons etc around in the marketplace. Although as said above PPC success unfortunately needs testing so you may exhaust your budget.

Well you need to explain your goal for investing in ads. It's easier to develop a strategy with the goal in mind.

You can target locations, at least on FB it's pretty easy just replace "United States" with New Jersey or w/e. All/Most adnetworks have this.
