Best way to rank organic listing geo targeted?

    I am not talking about Google places. If you notice in some locations if you search a broad term like "SEO" and you are in california some of the organic (not places) results will be in that city. Are there any tactics to do this for a company with multiple locations, in just specific cities? The goal is to rank a Google places listing and a geo targeted organic listing.

    Citations will help a lot. Wherever you get links at reference the city you want to rank for. Press releases can also be useful in targeting geographic locations, but you would have to use a bigger PR company to get the distribution level you need to target specific regions. Of course get links on local blogs, classified ad sites, directories, etc.
