What are the best tool to monitor a subreddit?
IFTTT was good back in the days but their interface is shit now.

I use IFTTT to monitor subreddits and it works well for me - I get emails whenever there's a new post that uses a specific keyword. What I think makes IFTTT so useful is that it has a lot of options you can configure using the Reddit search interface. Yes, I know you only get 5 applets for free per account, but you can set up multiple accounts and use email redirects to collect all the alerts in one place.

Another thing you could try, but I've never used except in trial mode, is Notifer.so but it's ridiculously expensive for what it is, or use a tool like syncwith, or (better) your own script to import data into Google sheets and then use IFTTT to email you when it sees an update.

I don't mind paying. The only problem I have with IFTTT is the delay.
I'm trying to trigger an external webhook after top posts in reddit but I can't just wait here 1 hour, wait for the trigger to (maybe) happens and fox things then. It will make the setup last days.

Yes, if latency is an issue then IFTTT is going to slow you down, but the Pro and Pro+ plans are supposed to be faster. I couldn't find any definitive information about the latency - just vague "around 15 minutes" but it depends on the applet. I suppose if you want something faster you'll need your own script with a rapidly ticking cron job.

You can use Integromat. Their free tier is good for casual stuff and pricing is not bad.

All the commands have 'ACID' which means they trigger as soon as the event occurs. I have used Integromat to post in Telegram and I can say it's pretty reliable.
