I think services convert best when traffic is low because you only need a few client to make decent money.

I'd say services. You can make decent money with very little traffic. Affiliate offers usually need more volume and digital products usually work better once you've built some trust.

I think affiliate offers are better in this time. If your traffic amount not so high. With minimum traffic you can promote affiliate definitely choose a affiliate offer related with your niche. Otherwise it won’t works
