Info: Some notable places where his work is: The estate at Mount Vernon, The Smithsonian of American history in D.C., and various other museums, exhibits, and some private residences. He studied art at Dartmouth and Oxford University, and has been painting for over 20 years professionally. I want to get his art to the eyes of the right people.
I was wondering in a nut shell, good ways/techniques to market his work, with the possibility of purely using sites like twitter and facebook. Would something as easy as buying followers on Twitter be a step? He isn't looking for any guy on the block who wants a small job done, his thinking more big client picture. Check out his website at robertevansmurals.com

Any ideas where one could start?

You can make an Instagram account for him and just run an like bot. It will get him popular.

I'd concentrate on art magazines, newspapers - articles etc.

TBH it sounds more like a PR, or agent he's after.
