How we can find expired domains for free ?
Finding is the easiest part, that any trained monkey can do. 90% of the work comes after that. Checking their power, whether they are not toxic or penalized, etc.
For scraping use Scrapebox expired domain plugin or Domain Hunter Gatherer or use that Ahrefs manual method that has been shared here probably a thousand of times.
I have used all of them but for me scrapebox seems much easier, but i am asking is there any other way apart from above mentioned tools

Yeap, the website above ^ definitely works. But screening through the domain would be another portion that is important.
Every year, millions of domain expire, and can you imagine screening millions of URLS looking for the following stat: DA/PA>35, TF>25 and those that have such a stat would mostly be a moderate to good candidate to be used as a PBN.
how do you realize that they are part of PBN and what do you do once you jonw that they are part of a PNB? Do you still use them, for tier2 websites or are they toxics?
scrapbox is a one i know about it and it's work fine for finding bulk quality expire domains
Learn scrapebox for $47 and you can do anything with it. Premium plugins are cool but you can do good without them.
