Best way to change site domain name without getting penalized?

    I want to change my site domain name.
    What is the best way to do this with minimal penalization from g00gle?

    Home Page:
    1) create new domain
    2) redirect every page from old domain to correct url on new domain (not to the home page...to the correct page)
    3) in google webmaster stools add the old and new site, verify it and then use the site move feature on the old site and enter the new address
    4) profit

    Thanks Bart, I my orginal site is exact domain match for a local site and I don't think it is helping.
    Thinking branding my business via company domain might be better.
