Buying some PBN links from a reputable service provider is good as well (some are better than others). They are too risky for your moneysite, but fine when you use 2.0s as a buffer.
Cheap PBN links directly to tier 1 links. Don't have to be amazing quality either. Always makes the job done. GSA is... ok if you want to diversify, but I am not a fan of it nowadays.
I've never buffed a web 2.0 before.
Not sure what buff means, but use a linkboost combination for your Tier 2 pointing to your Tier 1 Web 2.0's, consisting of social bookmarks, video sites, wiki sites, more web 2.0's, forum profiles and blog comments.
I have ranked a good amount of client websites using high quality web 2.0 with real content, good themes etc, ie mini money sites, then blasting cheap PBN links at the web 2.0. In addition some high quality PBN links direct at the website is enough to rank low-medium keywords depending on the competition.
Contextual backlinks, Social bookmarks, Soical shares, Blog comments and mix of both do-follow & no-follow backlinks.
However, as per the 3 options provided from your side I will use all of them.
