I've been gaining 100-175 new followers per day on my main account using Tweepi for the past couple of years, but their new limits to prevent accounts from being banned are a bit too strict for my tastes.

What is the best alternative (free or paid) that can mass follow, but also has a safe list feature like Tweepi's?
