I outsourced someone to do my SEO, but he works at a sluggish pace because he does everything by hand.

What is the best thing to have him do and what are the best tools to give him?

He is very very competent and willing to learn anything.
    and fluently english.
I kind of just stepped into the SEO realm of internet marketing.

I guess it depends on what tasks he's currently working on now. . .
    keyword research - market samuari
    blog commenting - scrapebox
article spinning - thebestspinner or power article rewriter

Let us know what kind of tasks he's doing now and you'll get better suggestions.

if you're outsourcing it, outsource it to someone that knows what they're doing. otherwise hire someone for minimim wage and accept the consequences

Try Internet Business Promoter(IBP). It is available in our download section. This should be enough for keyword research, link building, link exchange, and much more.

Other tools could be Keyword Elite and SEO elite, Link directory submitter(these are also available in the download section).

My honest suggestion- Hire someone more competent for SEO.

I don't want to high jack this thread but if you're looking or a good SEO guys to outrsource, go to hxxp://bestjobs.ph. To be honest I'm one who were hired by to Website companies. You just have to take time to look for them and take time to interview them to make sure they know what they are doing. PM me if you want good writers, could refer experienced SEO copywriters for you.

Depending on the type of work being done, roboform might be worth looking into. There is a free version available.
