Best tier 2 links? Forum profiles? Refer spam?

Hi, what's the best tier 2 backlink type? I'm trying to avoid comment blasts because some of my websites (5%) got penalized and they only had good tier1 + comment blasts as tier2.
What are the best alternatives for t2? Forum profiles? refer spam?
I'm looking for something could be automated, just like traditional comment blasts.

you can use wiki's, web 2.0 blogs, article blasts as tier 2 also. Forum links also work great if can do controlled blasts.
