best strategy for fixing rank on a penalized home page?

    It appears one of my clients home page was penalized from the use of their past SEO company. I have 2 options in my mind, either rank a sub page for the product (which seems to be OK) or try to recover the domain. I am working on building lots of quality web branded web 2.0s as the link building strategy, in part to make lots of mini sites that we can rank also. Would it be best to focus on linking to sub pages that don't appear to be penalized, or links to multiple pages including home page in the hope it will become "unpenalized".

    You have a few options,
    1) You could try to remove the spammy links.
    2) If the bad links aren't too bad (no adult content, and foreign languages) you can try building links to them to try to build the authority.
    3) You can try building links to the inner pages.
