What is the best software to download a full website to PC for offline viewing without FTP access?
Httrack works pretty well for me.

and another vote for httrack - it could be quite tricky at times and could take you some time to figure out what is what, but once you do, download away

Hands down HTTrack. I use it for scrapping/copying/cloning... The best I've ever found of it's kind.
Metaproducts Offline Explorer Pro is a good paid software to download whole site. For free version, Httrack is the best.
SiteSucker is freeâ€”there is a $5 "recommended donation" that might have stymied you while you were researching, but it's not required and the application is not crippled in any way. I've used it a few times and the only issue I've run into is with sites that require credentials; you can just log in using Safari in that case and it will use your keychain info automatically.
HTTrack from me aswell. Best one I've tried by far.

Sitesucker is a great software, also you can use WGET for terminal, it works like wonder.
But what about Database ?
