The best services I've found to date aren't those that are marketed to the public. Join your local SEO meetups and start picking people's brains, you'll find some services after a bit of digging.

I'm apart of one link building service that's entirely invite only (please don't PM me as I don't have invites left) and that's never had a single site deindexed.

Keep in mind these services are not cheap, I'm paying $300/mo for this one and have been for the last 4 years(?), heck maybe even longer than that.
