Best local SEO strategy?

Hey folks,
what do you think about this local seo strategy:

money keyword: "cityname+dentist"
domain: completely new domain as a brand

1. branding with web 2.0 websites, anchor = brand
2. getting a few links from strong city directories
3. create a PBN with 10 domains, all content is 100% unique and relevant to cityname+dentist
--> DA 20+, PA 20+, I really dont care metrics, but all domains have links from universities
4. create a second PBN, now thats the new part for me
4.1 looking for 2 expired domains with "cityname" in the url + low metrics but good backlinks (universities)
4.2 looking for 2 expired domains with "dentist" in the url + low metrics but good backlinks (local companies)
5. using local hostings + local registrars + 100% unique content
6. anchor variation (I use 1 anchor only once) and no links in the PBN in the first week, just daily content
7. starting link building with both PBNs
8. looking for online cityforums and continuing branding

What reaction of the ranking do you expect? Search volume is nearly 1000.
Do you think its a good way to create a second PBN which is 50% money key related in the url?
 
No local SEO strategy is complete without some reviews, citations, and a verified (and optimized) google places page.

Didn't see anything about onpage too which is pretty important for local as well. I wrote this checklist for onpage SEO for local, maybe you'll find it helpful.

Even with the few things I mention here, you might not even need a PBN to rank.

It seems like folks build PBNs for everything these days, but many forget that's a strategy you should reserve for markets where it's a little more difficult to rank within. Local is not difficult to rank for unless you're talking major metros like NY. Building a 10 site PBN around your local site could very well be overkill. Just a thought.
 
That's a good strategy you've laid out but you will never know if it's sufficient to rank your site until you employ it. So just get started.

-->Andrew Scherer: You are absolutely right. Of course the basic requirement for my "strategy" is a very good onpage optimization (no over-optimization) and the absolutely basics in local seo like G-places etc.
And you are right, I would never use all 14 domains of the PBN at the same time, I would drip feed them, first 1 link, then waiting for the results, then the next..

But what do you guys think about the part with the "money key in the url"? What domains would you prefer? Low metrics domains with partial KW in the url or domains with better metrics but no KW relevance? I have absolutely no experience in this approach, so I would be happy If someone can text about some experience..
