How would one invest their time and money on SEO going the whitehat route?
How would you define whitehat?
Time investment = Not Necessary.
Money investment = Buy Services.
A private blog network is a pretty safe investment.
A private blog network would definitely be the place to spend money. If you are trying to be "white hat", you better make those other sites useful.
Other places to spend time / money for white hat:
- keyword research
- legitimate manual blog commenting on relevant sites
- legitimate manual forum posts on relevant sites
- create epic content that will be sharable

Just because you failed, doesn't mean you can't do it. Everyone makes mistakes but if you learn something new from those mistakes, it was well worth it.

Don't spend any money until you've figured out hat you mean by white hat. You need to understand keyword research first, then on page seo, then off page seo. Plenty of materials you can read for free on all of those - avoid paid courses (IMHO)And start doing *something* sooner rather than later (ie build a site) - you'll internalise learning and mistakes much quicker that way
Content Marketing is best investment. Like (Infographics, Whitepaper, Case Study and much more). You can get more leads and viral "Brand" also.
i will hire a SEO professional on odesk or some other freelance platforms and they will do the rest. No need to worry.

OP - best investment is learning. Read, learn, try it for yourself, fail, find what was wrong, try again... and again. That's the truth, no magic here.
