Best incentivised network for email submits?

Hi, sorry for the noob question asking thread but which incentivised "no questions asked" network actually pays out AND doesnt shave too many submits off your total?

Maxbounty has very good incentivised offers but the problem is that they are totally against blackhat.

They would ban like a bitch if they come to know that we are playing fool against them.

My ideas totally white hat, i just need to know that rewarding people for filling in the cpa is ok.

No they dont lol, MB has around 20 incentive offers in total
around 8 of them are incentive sales which require CC and the rest are one page 8 fields and 2 page submits

I dont think they have any incentive email only submits

u'll be hard pressed to find incent submits that are only 1 field email/zip. the easiest incent submits are at least 2 page email + name/address/phone that i've seen

Ok I have neverblue.com I thought they were 2 different places...didn't realize that they were referred to in 2 different ways.
