Best Free Video Editing Software?

I have created some screen capture videos, and I have a few things I need to edit .. I need a software that will allow me to;

- Cut certain parts of the video
- Add a Slider image before certain parts .. For example, an image that says 'Step 1' then the video .. Then an image that says 'Step 2' then the video
- I also want to add voice overs, so is it possible to pause the video, but have the voice over still playing? Then have the video carry on playing when I want?
