You could try tools like PowerAdSpy or SocialPeta for spying on Facebook ads!
 
If you have no budget, then official Facebook Ad Library is your best bet. Of course the issue with it is that you can use it well after you already know which advertiser to look at as there are almost no native filters built-in by Meta.

Otherwise I would look into anyone that has high daily inflow of fresh data, ask around, compare, do research. Lots of old spy tools barely update seem "mature" but are actually just outdated.
