I have been confused with all the recommendations on how to rank sites now days, but i wanted to know how you might go about ranking a site now days if it was a new high authority web 2.0 blog you were trying to rank? Would it be any different from ranking a new .com domain you own and host?

You mean a web2.0 posted on blogger or squidoo, somewhere like that?

Spam the hell out it, big time. XRumer is the best tool for this, but not the only one you should use. And the usual anchor diversity rules still apply, and use different link sources.

Don't listen to team74. If you want it to rank and stay there you need to do it correctly. Spamming it with xrumer is not the answer. Link diversity / article directoies, retweets,FB shares, wiki posts, and social bookmarking. Do them randomly to the page so your giving 1-10 links a day. This is the simplest method but it can get much more complicated to make a web of love. But I am pretty positive if you do the above mentioned you will be ok.

Cloakme is right. Its not as easy as before after the last penguin update. DIversity of links and anchors is the key.

so the link diversity everyone can agree on? but what about blasting tons of links at it? i have heard conflicting stories about that, some say since it's high authority already you can do this and not worry about anything, some say dont. From my experience I'm having trouble pushing these blogs to page 1 so I'm not sure what to do.

That is not natural. Google is actually taking its time to rank things now. (My own theory) It seems they are waiting to see how many links you get within a period of time. Go slow and ramp it up after awhile. Start off with 2-3 links a day and go from there. For the most part this has been working for me. There are exceptions but like I said mostly.
