It depends on the initial amount of money you want to invest (freeze). On some projects I use clixgalore, is not a giant network, you can tweak their codes :D ,and you can use one account for many projects.

careful with that cash.. if you're just doing some arbitrage, then any network will do.. if not be careful, VCC fraud is real and common

I don't think you can, given paypal accept VCC, and has been able to do little to combat them.

What you can do is talk to the networks beforehand, and see how advanced is their tracking system. You need to be able to monitor leads from each affiliate. When a VCC is used to generate fake signups, it rarely converts. Look at the % of non-converting leads by each affiliate, then, you can know what is fake and what is real. Besides that, if most of the leads by an affiliate is not converting, you wouldn't want him anyway, right? The network must allow you to revert commissions from these ''fraud leads''.

I think Neverblue is Gay, I don't know much about them, but their ban-hammer is pretty loose. These fraudsters say that Copeac don't pay, and Hydra is impossible. You might want to try xy7(these fraudsters don't do xy7 at all) as well, and CJ.
