MHO the Dell Mini 10V is excellent for $250 as it will Hackintosh perfectly so, you can run wyndoze AND OSX.Plenty of forum posts describing how to set it up as a mac runner.
NOT a speed machine but, super portable and supposed to be as good as a real Macbook after installing another stick of ram

Buy a AMD Dual Core Black edition for 80 dollars....Buy a Gigbyte Motherboard for $70.00 find a used tower at a PC shop that has a cd rom and powersupply....and buy 3 gb ram...

All in all you shouldnt need to spend more than $240 for all the above....and also the processor is overclockable since its the black edition....

You can't push your budget by even $18?

Well he'll need a monitor too so its going to kick it up over his budget even more. But that would be a pretty decent setup for the price.
