What else is necessary to rank a web site locally? I always assumed it was only citations that allowed a business to be on google place.

Many factors come into play when ranking locally. besides citations, getting authority links from local sites and having relevant geo social signals will surely help.

You need to get many FB mentions to your local brand. i.e., you need people talking about your local brand in their FB profiles / pages. Obviously, the FB mentions about your business must share the same GEO location as your brand.

this trick works greatly with ranking google local business, and it's relevant to google plus shares too.

When it comes to SEO for local sites, you have a link building strategy that is somewhat different to the general link building strategies.

You should concentrate more on getting links from relevant and local websites. Getting links from local government and education websites will help a lot.

You can also promote your site on local classified websites.

Try to get some social buzz in your local area.

Local link building surely different from general link building, you should try creating a fb page for your site and getting more visitors to follow and like the page. it would surely help in increasing the local traffic. also try getting quality backlinks from local sites like education sites and goverment sites. Also promotion of site on local classified sites and getting backlinks from those sites would help your sites PR a lot.
