So basically I should have gotten over 20 leads today all through different CPAs, but after checking each one I have not been credited for the leads, NOT ONE. I have screenshots of the thank you pages so I know I should have been credited for these leads. What the hell is going on???

So, you filled your own CPAs using proxies?

Exactly my thoughts at first, and was going to state your lucky all you got is an appropriate shaving. But if they were all legit in the eyes of the networks, maybe they are all speaking amongst each other about you and decided to bully you around for a day :p

Just asked it because if not one of them converted, you're doing something wrong.

To clear things up, let's assume I'm talking about the same company.
Having the same IP filling two different offers can bring you trouble.
Having the same email filling two different offers can bring you trouble.
Having the same email with different IPs filling two diferent offers will most certainly bring you trouble.

Much more if you're having such few leads. If you distributed 20 per 3 companies, you filled 7 mail submits.
They get suspicious when you bring such few traffic to their offers. It would be kinda ok, if you were testing some ppc tactics with a paid trial, but email submits?

    They're surelly investingating your case.

Yeah the question here clearly is where do you know for sure that your company is shaving

I'm not filling out my own leads. Someone agreed to fill out 20 leads. They are all on different networks and the person entered valid info for every single one of them. I still have no credit for the leads. The only thing I can think of is that person may have some sort of cookie blocker/destroyer.

Maybe its the advertiser that is shaving the leads? Try a different CPA offer with the same approach and see if that works.

If your getting 1:1 ratio, then it looks like it's BH traffic, I doubt you are being shaved that much.

So, you have 1 mail submit/form filled in each company?

The only way you would normally get this was by sending your link to a friend. This IS NOT what CPA companies want.
They don't have offers for you to make money by referring friends.

They have offers for you to drive traffic to them, people who are intererested in that kind of product and are drived to it. You have a gaming website with a couple hundreds visits every day, and you put a banner for an online MMO on it. People interested will click. Will convert for you, and for both companies.

It would have been less suspicious if your freelancer had filled the offers in the same company just with different IPs.
