So I am trying to build targeted followers this was my plan

Use FBLeadChef to extract contacts from a facebook page

got 4833 User IDs, Names, x@facebook.com emails

Import contact into a gmail account

    create a new profile

use Find Friends and use that contact list to add people

NO THE PROBLEM: when importing contact list I got a message saying I am abusing this feature and my IP is blocked for 2 days

Any idea how to use this list to target these people? Ideally I want them to either Like a facebook page or go to a website offering free music downloads for an artist I manage. Thank You for any advice.

if your problem is ip banning then use private proxies..

i think your way is right. if you get real email ids, blast them up..

FB will not allow you to overuse any feature, try drip feeding instead of all at once.
