To squash this penguin issue, anyone just tried changing the url's and delete the old ones, while changing the over optimization of content on page?

Or re-direct the old ones to new ones on same domain after fixing on site over optimization?

Worth trying or waste of time?

I've thought about doing this as penguin seems to only target specific pages on a site and doesn't necessarily punish all pages throughout a site...For example, I have a little over 1000 pages on my site and I rank #1 or #2 with most of those pages, but those pages target super super super long tail keywords, whereas my five money pages target short tail keywords and those pages are where I built most of links to as that's where I make money and those are the pages that are not ranking anymore...

I have thought about changing the url's for those pages to start over and I think this could be effective for me...
