How can I get the most amount of backlinks with the least amount of work with the least amount out of pocket $$.

Put your articles with a little rewrite in it to ezine. They'll give you good backlinks. Or set some blogs in blogger account and put one way links to your site. The same things can be applied using squidoo and bukisa.

If you want blackhat method, use PRstorm but it's rather risky. Use it considerably and you'll have good result.
