For a new site you can concentrate on content and on page optimization first. After that you can go for guest posts and niche edits also you can go for some PBN's too but it should be HQ and also relevant to your niche

buying backlinks is not necessarily negative, but there’s a lot that goes into it. I would look at relevancy, actual traffic, anchor text distrbution, and whether the site seems made for selling links.
